The Government has announced it is to progress its Phase Two RMA reforms later this year.
The Phase Two reforms aim to improve economic growth and productivity. There will be four reform packages covering infrastructure and energy; housing; farming and the primary sector; and emergencies and natural hazards. The reforms will be delivered through an amendment bill (which is yet to be introduced), in addition to numerous national direction changes – seven new national direction instruments, and amendments to fourteen existing ones.
Relevant to our clients, the proposed reforms will include:
Introducing a new NPS for infrastructure.
Changes to the NES for Telecommunications Facilities.
Extending the duration of s384A RMA coastal permits applying to ports throughout the country.
Making it easier to consent renewable energy (to give effect to the Government’s Electrify NZ reforms).
