Ebony has wide-ranging experience in the resource management and environmental sector, including appearances at council-level, Environment Court and High Court hearings and mediations. She has experience across environmental matters, including assisting with resource consent applications (acting for both applicants and submitters), advising on plan changes, plan reviews and designations, and advising on environmental legislation, including legislative and policy reforms. Ebony has acted for a range of infrastructure, commercial and private clients.
 
Ebony is also experienced in matters relating to the Sale and Supply of Alcohol Act, including advising on Local Alcohol Policies, assisting with new licence and renewal applications, and assisting at hearings before District Licensing Committees and the Alcohol Regulatory and Licensing Authority.
  
NOTABLE EXPERIENCE

  • Assisting coastal infrastructure operators in High Court proceedings regarding applications for customary marine title pursuant to the Marine and Coastal Area (Takutai Moana) Act 2011

  • Assisting Northport in relation to its ‘Vision for Growth’ project to expand and develop its port facility at Marsden Point to deliver a dedicated container terminal

  • Assisting Channel Infrastructure with a wide range of environmental matters, including resource consent applications, private plan changes, council plan reviews and advising on relevant updates to the law

  • Advising on council plan reviews throughout the country, including the Queenstown Lakes District Plan, Christchurch District Plan, and (more recently) Channel Infrastructure on the Northland Regional Plan, Whangarei District Plan, and Kaipara District Plan

  • Advising SkyCity Auckland Limited and SkyCity Hamilton Limited on numerous alcohol licensing matters including ongoing licensing/compliance and assisting to secure on licences for its new Horizon Hotel

  • Providing high-level strategic advice to 2degrees on the application of the National Environmental Standards for Telecommunication Facilities and its application to emerging technology

  • ​Assisting one of the country’s largest petroleum companies in relation to ongoing Environment Court appeals on the Proposed New Plymouth District Plan

  • Assisting Channel Infrastructure NZ Limited and Channel Terminal Services Limited in relation to various environmental aspects of the company’s restructure associated with the recent transition from a refinery to an import and distribution terminal.

  • ​Assisting Mangawhai Central Limited in relation to its Mangawhai Central development including assisting in successfully obtaining resource consents for certain aspects of the development, and in relation to a comprehensive plan change for the development

  • Assisting a range of clients in preparing for hearings before the District Licensing Committee and the Alcohol Regulatory and Licensing authority

  • Acting for a range of clients opposing various resource consent applications, including Snowplanet Limited and private clients

  • Assisting Christchurch International Airport Limited on a wide range of resource management matters, including designations, plan changes, and compliance issues

  • Advising a number of clients in relation to the Christchurch Replacement District Plan, including Christchurch International Airport Limited, Lyttelton Port Company, Radio New Zealand, The Roman Catholic Bishop of the Diocese of Christchurch, and the Elmwood Club (Inc)

  • Assisting Radio New Zealand on several environmental matters including plan reviews, designations, and resource consents
